Özet
Dünya üzerine gelmiş tüm canlıların öncelikli amacı varlığını sürdürebilmektir. Nitekim her canlı bu amacı gerçekleştirebilmek için gerekli olan özelliklerle donatılmıştır. Bu özellikler canlıları hayatta tutacak temel ihtiyaçları karşılayarak, varlıklarını tehdit eden tehlikelere karşı korunabilmelerini sağlamaktadır. Böylelikle her canlının kendine özgü bir güvenlik anlayışı geliştirmesine neden olan bu süreç, aynı zamanda canlı hayatının güvenlikle olan kadim ilişkisini de gün yüzüne çıkarmaktadır. Bu kadim ilişkinin en güçlü ve görünür yönünü ise insan yaşamında görmekteyiz. Çünkü sahip olduğu yetiler bakımından diğer canlı türlerinden ayrılan insan, güvenliğin düşünsel yönünü temsil etmektedir. Bu sebepledir ki insanın güvenlikle olan ilişkisi, tarih boyunca derinleşerek gelişmektedir. O halde insanın güvenlikle olan ilişkisinin anlaşılması; gerek insan yaşamı açısından, gerekse güvenliğin doğasının anlaşılabilmesi açısından oldukça önemli bir konudur. Böylesine önemli bir konuyu siyaset felsefesinin merkezi alanlarından biri haline getiren düşünürlerin başında ise Thomas Hobbes gelmektedir. Nitekim Hobbes'un güvenlik kavramını yeniden yapılandırarak, insan hayatının olmazsa olmaz konularından biri haline getirmesi oldukça önemli bir iştir. Bu bağlamda hazırlanmış olan bu tezde; Thomas Hobbes'da güvenlik sorunu ele alınarak, Hobbes'un güvenliği nasıl yapılandırdığı ve bu yapılandırmanın sonucu olarak güvenliğin insan hayatındaki yeri ve öneminin ne olduğu ve güvenliğin doğasının araştırılması amaçlanmaktadır. Bu amaç doğrultusunda; öncelikle Hobbes'un insan doğası, doğa durumu ve sözleşme kavramlarından hareketle, Hobbes'da toplumsallaşma ve siyasallaşma süreçleri ele alınmaktadır. Tezin ilk iki bölümünü oluşturan bu süreçler, Hobbes'un güvenlik anlayışının kuramsal zeminini oluşturmaktadır. Ardından güvenlik kavramının tarihsel, kavramsal ve felsefi arka planları üzerinde durulduğu üçüncü bölümde, güvenliğin tarihsel süreç içerisinde gerek pratik gerekse teorik anlamda nasıl karşılık bulduğu gösterilmektedir. Dördüncü ve son bölümde ise Thomas Hobbes'un güvenlik sorununu, güvenliğin kendi içinde taşımış olduğu koruma, yaratıcılık ve rahatlık unsurlarını kullanarak nasıl yeniden yapılandırdığı ele alınmaktadır. Böylelikle toplamda dört bölümden oluşturulmuş bu tez, sonuçları itibariyle literatüre iki katkı sağlamaktadır. Bunlardan birincisi, güvenliği bütün ilişkisel ağıyla ortaya çıkararak onun doğasının anlaşılmasına bir katkı sağlamasıdır; ikincisi ise güvenliğin Thomas Hobbes'un siyaset, devlet, özgürlük, yasa, iktidar, hukuk ve egemenlik gibi kavramlarıyla ilişkisinin ne olduğunun gösterilmesidir.
The primary purpose of all living things on Earth is to survive. As a matter of fact, every living thing is equipped with the features necessary to realize this purpose. These features meet the basic needs that will keep living things alive and enable them to be protected against the dangers that threaten their existence. Thus, this process, which causes every living thing to develop a unique understanding of security, also brings to light the ancient relationship between life and security. We see the strongest and most visible aspect of this ancient relationship in human life. Because the human being, which differs from other living species in terms of its abilities, represents the intellectual aspect of security. For this reason, man's relationship with security has been deepening and developing throughout history. Therefore, understanding the human relationship with security; It is a very important issue both in terms of human life and in terms of understanding the nature of security. Thomas Hobbes is one of the thinkers who made such an important subject one of the central areas of political philosophy. As a matter of fact, it is a very important task for Hobbes to restructure the concept of security and make it one of the indispensable issues of human life. In this thesis prepared in this context; By considering the security problem in Thomas Hobbes, it is aimed to investigate how Hobbes structured security and as a result of this configuration, what is the place and importance of security in human life and the nature of security. In accordance with this purpose; First of all, socialization and politicization processes in Hobbes are discussed, starting from Hobbes's concepts of human nature, state of nature and contract. These processes, which constitute the first two parts of the thesis, form the theoretical basis of Hobbes's understanding of security. Then, in the third chapter, which focuses on the historical, conceptual and philosophical backgrounds of the concept of security, it is shown how security has responded both practically and theoretically in the historical process. In the fourth and last chapter, it is discussed how Thomas Hobbes restructured the security problem by using the elements of protection, creativity and comfort that security has in itself. Thus, this thesis, which is composed of four chapters in total, makes two contributions to the literature in terms of its results. The first of these is that it contributes to the understanding of its nature by revealing the whole relational web of security; The second is to show what the relationship of security is with Thomas Hobbes' concepts such as politics, state, freedom, law, power, law and sovereignty.
