dc.description.abstractDünyanın birçok ülkesinde okullaşma oranı, ailenin sosyo-ekonomik statüsü, eğitim harcamaları, beşerî sermayenin özel faydası olan kazanç farklılıkları, işsizlik ve istihdam oranları, işsiz kalma süresi faktörleri yükseköğretim talebini etkilemektedir. Ancak bu faktörler, bir öğrencinin yükseköğretim talebini aynı yönde etkilememektedir. Özellikle bireylerin ve toplumun eğitimden ne kadar fayda elde ettiklerini tespit etmek için de özel ve sosyal fayda değerleri üzerinde durulmaktadır. Bu konudaki çalışmalarda, genel olarak, ilk ve ortaöğretim seviyelerinde sosyal, yükseköğretimde özel faydaların ağır bastığına dair sonuçlar elde edilmiştir. Bu araştırmanın amacı, OECD ülkelerinde ve Türkiye’de yükseköğretim talebi ile yükseköğretimin faydaları (getiri) arasındaki ilişkiyi kavramsal anlamda analiz etmektir. Bu çerçevede, önce yükseköğretim talebinin artması, eğitim seviyelerine göre kayıt oranları, eğitim harcamalarının kamu ve özel dağılımı ve öğrenci başına yapılan harcamalar ile ele alınmıştır. Daha sonra, yükseköğretimin getirisi, eğitim seviyelerine göre özel ve sosyal getiri oranları, kazanç farklılıkları, işsiz kalma süreleri, işsizlik oranı, istihdam oranı ve parasal olmayan getiriler ile açıklanmıştır. Sonuçta ise, oldukça maliyetli olan yükseköğretimin devletçe sosyal mal sayıldığından parasız sunulduğu, yükseköğretimin bireylere yansıyan özel faydasının topluma yansıyan sosyal faydasından daha fazla olduğu, bunun da bireylerin yükseköğretim talebini arttırdığı ifade edilmiştir.en_US
dc.description.abstractIn many countries of the world, schooling rate, socio-economic status of the family, education expenditures, differences in earnings, which are the special benefits of human capital, unemployment and employment rates, duration of unemployment affect the demand for higher education. However, these factors do not affect a student's demand for higher education in the same direction. Special and social benefit values are emphasized in order to determine how much individuals and society benefit from education. In these studies, it was found that in general, social and private benefits prevailed at primary and secondary levels. The purpose of this research, higher demand in OECD countries and in Turkey with higher education benefits (returns) to analyze the relationship between the conceptual sense. In this context, first of all, increasing demand for higher education, enrollment rates according to education levels, public and private distribution of education expenditures and expenditures per student are dealt with. Then, the return of higher education is explained by private and social return rates, earning differences, periods of unemployment, unemployment rate, employment rate and non-monetary returns according to education levels. As a result, it is stated that higher education, which is quite costly, is offered by the state free of charge because it is considered as social goods by the state.en_US
