| dc.description | In the last decade of the twentieth century, the world was preoccupied with the phenomenon of globalization. The phenomenon of globalization has been the subject of concern and concern of many academics, politicians, businessmen and intellectuals. Globalization imposes new challenges on individuals, peoples and governments that are difficult to confront or predict their occurrence. The globalization of trade represented by the removal of customs borders and administrative restrictions on the movement of factors of production and information has caused great chaos in the global economy. Satellite communication technologies, along with the media and the Internet, have also played a revolutionary role in changing human awareness and their idea of the world, and the sense of time and place, and created a common psychological feeling about the unity of the world that made them feel as if they were living in a small global village. But at the same time, it opens their minds to the huge social disasters that globalization leaves behind, such as: high unemployment, inflation, poverty, violence and crime, terrorism and the mafia, the spread of fundamentalist and ethnic armed movements, etc. All these results can only be explained by a decrease in income opportunities and conditions for a decent human life, and an increase in the gap between the rich and the poor in the world. The mechanics of globalization work in a paradoxical way: integration or marginalization, integration or fragmentation of economies and human groups simultaneously according to their size and the degree of their civilization development. The dispersed and weak economies do not have opportunities for development and growth in globalization from the perspective of the future, and given that the Arab countries are characterized by this situation and are in the circle of future marginalization in the areas of trade and information, the revival of the Arab economic integration project, on the ground of building the common Arab market, appears from the options. The most rational scenario for the region’s integration and integration with the global economy, but this scenario is not the only scenario, as there are other scenarios for the region that are manufactured outside the Arab world. There is more than one realistic reason for the Arabs to work seriously to revive the Arab scenario, as the necessary Arab resources (both natural and human) necessary for development are still fragmented and dispersed and constitute a factor of weakness for the Arab economy, but within the framework of the strategy of Arab economic integration they constitute a factor of strength if we consider To the Arab world as an economic, social and cultural unit or as one membership. | dc.description.abstract | انشغل العالم في العقد الأخير من القرن العشرين بظاهرة العولمة. وكانت ظاهرة العولمة موضع اهتمام وقلق العديد من الأكاديميين والسياسيين ورجال الأعمال والمثقفين. إذ تفرض العولمة تحديات من نوع جديد على الأفراد والشعوب والحكومات يصعب مواجهتها أو التكهن بحدوثها. إن عولمة التجارة المتمثلة بإزالة الحدود الجمركية والقيود الإدارية أمام حركة عوامل الإنتاج والمعلومات قد أحدثت فوضى كبيرة في الاقتصاد العالمي. كما لعبت تقنيات الاتصالات الفضائية إلى جانب الإعلام والانترنيت دوراً ثورياً في تغيير وعي البشر وفكرتهم عن العالم، والإحساس بالزمان والمكان، وأحدثت شعوراً سيكولوجياً مشتركاً عن وحدة ترابط العالم جعلهم يشعرون وكأنهم يعيشون في قرية كونية صغيرة. لكنه في الوقت ذاته يفتح أذهانهم على حجم الكوارث الاجتماعية الهائلة التي تخلفها العولمة وراءها مثل: ارتفاع حجم البطالة، التضخم، الفقر، العنف والجريمة، الإرهاب والمافيا، انتشار الحركات الأصولية والعرقية المسلحة إلخ. كل هذه النتائج لا يمكن تفسيرها إلا بتناقص فرص الحصول على الدخل وشروط الحياة الإنسانية الكريمة، وازدياد الهوة بين الفقراء والأغنياء في العالم. إن ميكانيزمات العولمة تعمل على نحو متناقض: الإدماج أو التهميش، التكامل أو التفتيت للاقتصادات والجماعات البشرية بآن معاً تبعاً لحجمها ودرجة تطورها الحضاري. إن الاقتصادات المشتتة والضعيفة لا تمتلك فرصاً للتطور والنمو في العولمة من منظور المستقبل، وعلى اعتبار أن البلاد العربية تتصف بهذا الوضع وتقع في دائرة التهميش المستقبلي في مجالات التجارة والمعلومات، فإن إحياء مشروع التكامل الاقتصادي العربي، على أرضية بناء السوق العربية المشتركة، يبدو من الخيارات الأكثر عقلانية لإدماج وتكامل المنطقة مع الاقتصاد العالمي، ولكن هذا السيناريو ليس السيناريو الوحيد فهناك سيناريوهات أخرى للمنطقة تصنع خارج الوطن العربي. هناك أكثر من سبب واقعي يفرض على العرب العمل جدياً على إحياء السيناريو العربي، إذ أن الموارد العربية الضرورية (الطبيعية منها والبشرية) اللازمة للتنمية ما تزال مجزأة ومشتتة وتشكل عامل ضعف للاقتصاد العربي، لكنها في إطار استراتيجية التكامل الاقتصادي العربي تشكل عامل قوة فيما لو نظرنا إلى الوطن العربي كوحدة اقتصادية واجتماعية وثقافية أو كعضوية واحدة. إن الفكرة المركزية في هذا الموضوع تصب في إحياء وتفعيل النقاش الدائر حول موضوع التكامل الاقتصادي العربي من خلال ربطه بالظروف الجديدة التي تفرضها العولمة. | en_US |
