Pandemi Süreci Ve Devlete Güven İlişkisinde Bölgesel Farklar

Özet
Tarih, insanoğlunun deprem, sel, hortum, volkanik püskürmeler, orman yangınları, çekirge
istilaları, savaş, kıtlık, açlık, göçler, terör saldırıları gibi afetlere maruz kaldığını bize haber
vermektedir. Bu afetlerin oluşturduğu tehlikeler, insanları korkulara iterken, en az zararla
atlatabilmek için önlemler almaya, çözümler üretmeye sevk etmektedir. Önlem ve çözümlerin
hayata geçirilmesinde afetin türüne göre ilgili alanda uzman kişiler o dönemin bilgi kaynağı ve
birliktelikler dayanışma grupları halini alıverir. Devlet ise bir bütün olarak mücadelede süreci
yönetir. Tüm dünyaya yayılarak pandemi ilan edilmesine sebep olan Covid-19 virüsü ile
mücadelede de dünya devletleri önlemleri uygulamaya koymuşlardır. Çalışmanın amacı da
pandemi sürecinde, bireylerin, "devletin salgın yönetimi” ile "toplumsal dayanışma" arasındaki
ilişkiye dair algılarını tespit etmek ve böylece bölgeler arası farkları ortaya çıkarmaktır.
Bir kitap çalışması için yazarlar tarafından 155 sorudan oluşan anket hazırlanmıştır. İnternet
aracılığıyla, Türkiye’nin yedi bölgesinden geniş bir kitleye - farklı mesleklerden, yaştan, ekonomik
düzeylerden... toplam 1254 bireye - ulaşılmıştır. Anket 15 Nisan 2020 ile 1 Mayıs 2020 tarihleri
arasında uygulanmıştır. Elde edilen datadan, konuyla ilgili bağımlı değişkenler ile 'yaşanılan bölge’
bağımsız değişkeni arasında ilişkinin bulunup bulunmadığı aranmıştır. SPSS for Windows 22.0
programı ve Anova testi ile ‘pandemi’-‘devlete güven’ ilişkisi analiz edilmiştir.
Araştırmanın bulgularına göre, pandemi sürecinin yönetiminde, Türkiye diğer devletlerden daha
başarılı görülmüştür. Devlete güven artmıştır. Toplumsal dayanışma sağlanmıştır. Ancak yedi bölge
arasında anlamlı farklar olduğu tespit edilmiştir. İlaveten, ‘devlete güven’ ve ‘toplum dayanışması’
açısından, Türkiye’nin tüm bölgelerindeki yerleşim alanları arasında (büyükşehir, il, ilçe ve köy ya da

kent-kır) ve yine sürecin dini-manevi değerlerle değerlendirilmesinde, bölgelerarası anlamlı fark
saptanmamıştır. Vatandaşlar ortak inançtan kaynaklanan benzer değerlendirmelere sahiptirler.

History informs us that human beings have been exposed to disasters such as earthquakes, floods, tornadoes, volcanic eruptions, forest fires, grasshopper invasions, war, famine, hunger, migrations, terrorist attacks. While the dangers posed by these disasters push people to fears, they take precautions to take measures and produce solutions in order to survive with the least damage. According to the type of disaster in the implementation of measures and solutions, experts in the relevant field become the source of knowledge and solidarity groups of that period. The state governs the process as a whole in the struggle. World states have implemented measures to combat the Covid-19 virus, which has spread around the world and has been declared a pandemic. The aim of the research is to determine the perceptions of individuals about the relationship between "epidemic management of the state" and "social solidarity" in the pandemic process and thus reveal the differences between regions. A questionnaire consisting of 155 questions was prepared by the authors for a book study. Via the Internet, to a wide audience from Turkey's seven regions - from different professions, ages, economic levels ... from a total of 1254 individuals - has been reached. The survey was carried out between 15 April 2020 and 1 May 2020. From the data obtained, it is questioned whether there is a relationship between the dependent variables related to the subject and the 'region of residence' argument. With the SPSS for Windows 22.0 program and Anova test, the relationship between 'pandemic' - 'trust to the state' was analyzed. According to the findings of this research, the management of the pandemic period, Turkey has seen successful than any other state. Trust in the state has increased. Social solidarity has been ensured. However, there were significant differences between the seven regions. In addition, in terms of 'trust in the state' and 'community solidarity', between residential areas in all regions of Turkey (metropolitan, provincial, district and village or urban-rural) with no significant differences. Again, in the evaluation of the process with religious-spiritual values, there was no significant difference between regions. Citizens have similar evaluations arising from shared belief.
